The Court and the nobles were greatly alarmed, and secretly preparing for war. The nobles had joined the Assembly with the utmost repugnance, and many only on the assurance that the union would not continue. The members of that Order continued to protest against the proceedings of the Assembly, rather than join in its deliberations. The king himself had consented to the union, in the hope that the nobles would be able to put a check on the Tiers ��tat. King and nobles saw now that all such hopes were vain. And whilst Necker was retained to satisfy the people for the present, and whilst Mounier, Lally Tollendal, and Clermont Tonnerre were consulting with him on establishing a Constitution resembling that of Britain, the Court was preparing to put down the insurrection and the Assembly by force. Marshal Broglie was placed at the head of the troops which surrounded both Paris and Versailles. He judged of both soldiers and citizens by the recollections of the Seven Years' War, and assured the king that a little grape-shot would soon disperse the rioters. Fifteen regiments, chiefly foreign, had been gradually drawn round the capital. The headquarters of Broglie were at Versailles, where he had a brilliant staff and a formidable train of artillery, some of which commanded the very hall in which the Assembly sat. There was a battery at the bridge of S��vres, commanding the road to Paris, and in Paris itself there were strong batteries on Montmartre, which overlooked the city, and which, moreover, were carefully entrenched. Besides these preparations, there were French regiments quartered at St. Germain, Charenton, St. Cloud, and other places. Altogether, fifty thousand troops were calculated to be collected. The old noblesse were impatient for the king to give the order to disperse the people both in Paris and Versailles; to surround the Assembly, seize the chief members, put them in prison, and send the rest adrift; to treat the ringleaders of the electors in the same manner; to dissolve formally the States General, and restore the old order of things. Had the reins of government been in the hands of a Bonaparte, the whole plan would have been executed, and would for the time, without doubt, have succeeded. But Louis XVI. was not the man for a coup-d'��tat of that rigorous nature. He shuddered at the idea of shedding his subjects' blood; and instead of doing that for which the troops had been assembled, he now listened to Necker, who reminded him that when the people were put down or shot down, and the States General dispersed, the old debts and difficulties would remain, and without States General or Parliament there would be no authority to impose or collect taxes. To Necker's arguments, the more timid and liberal nobles added that the excitement would soon wear itself out; that nothing serious could be done in the presence of such forces, and that the Constitution, once completed, all would right itself, and that he would have to congratulate himself on his bloodless patience in a new and happier reign. This was humane but fatal advice in the circumstances. The soldiers, allowed to remain inactive in the very midst of the hotbed of sedition, were sure to become infected with the spirit of revolution. The debates in the National Assembly were actively distributed in print, and the soldiers read them eagerly.At four o'clock in the morning (the 11th of May) the cannonade began. Prince Waldeck undertook to carry Fontenoy and Antoine with the Dutch, and the Duke of Cumberland, at the head of the English and Hanoverians, to bear down on the enemy's left. At the same time, the Duke sent General Ingoldsby with a division to clear the wood of Barr��, and storm the redoubt beyond. When Ingoldsby reached the wood, he found it occupied by a body of sharpshooters, and instead of attacking them vigorously he paused and returned to the duke for fresh orders��a great neglect of duty by which much time was lost, and the enemy enabled to direct their undivided attention on that side to the main body of English and Hanoverians advancing under the duke. On the other hand, the Dutch, finding Fontenoy surrounded by a fosse, and the French mounted with their batteries on the rubbish of houses, which they had demolished for the purpose, were panic-struck, and instead of making a resolute rush to storm the place, having suffered considerably from the French batteries, fell back, and stood aloof, thus leaving the English and Hanoverians exposed to the whole fire of the hostile army.
  • ONE:Next morning Mr. Denman spoke nearly two hours for the queen, strongly maintaining her right of recrimination against the king, who, when seeking for a divorce, should come into court with clean hands. He commented on the several clauses of the Bill as he went along. He said the person who framed it had worked himself up into an ebullition of moral zeal, and used expressions for the full support of which the bribes and schemes of the prosecutors would produce witnesses. Referring to a former investigation, he called the attention of the House to the letter of Mrs. Lisle, in 1806, when flirting and familiarity were the worst things alleged against her Royal Highness. On the subject of familiarity he referred to a note addressed by a waiter to the Prince of Wales��"Sam, of the Cocoanut Coffeehouse, presents his compliments to his Royal Highness, and begs" so and so. That illustrious person remarked, "This is very well to us, but it won't do for him to speak so to Norfolk and Arundel." He concluded by apologising to the queen for putting even the hypothesis of her guilt, which he never could believe would be established; and whatever might be enacted by means of suborned perjury or foul conspiracy, he never would pay to any one who might usurp her situation the respect to which the laws of God and man entitled her alone.That the spirit of the Bostonians had ripened into actual rebellion was unequivocally shown in the course of the year 1773. The Gaspee Government schooner, commanded by Lieutenant Dudingston, had been singularly active in putting down smuggling about Rhode Island. The Rhode Island packet coming in one evening from Newport to Providence, instigated by the general anger against the Gaspee��for the Rhode Islanders were great smugglers��refused to pay the usual compliment of lowering the flag to the schooner. Dudingston fired a shot across her bows, and, on her paying no regard to that, gave chase. The packet, however, ran close in shore, and the Gaspee following too eagerly, ran aground. It was on a sandy bottom, and the return of the tide would have lifted her off undamaged; but the smuggling population of Providence put off to her in the night, whilst she lay in a position so as to be incapable of using her guns, surprised, boarded, and set fire to her, carrying the lieutenant and the crew triumphantly on shore. Government offered a reward of five hundred pounds for the discovery of the perpetrators of this daring outrage; but though it was well known who the perpetrators were, no one would give any information.   • ONE:George had, if anything, a narrower intellect than his father, but spoke English fluently, though with a foreign accent��a great advantage over his predecessor. He was small of stature, and subject to fits of violent passion, neither of which qualities was conducive to royal dignity. Nor did the attributes of his mind supply any gain calculated to remedy these defects. He was possessed of courage, which he had proved at the battle of Oudenarde, and displayed again at Dettingen, and he was praised for justice. Perhaps it was a love of order and etiquette rather than justice which distinguished him. For his sort of military precision and love of soldiers he was nicknamed the "Little Captain" by the Jacobites. But the worst trait of his disposition was his avarice. He admitted, says Lord Chesterfield, that he was much more affected by little things than great ones��the certain mark of a little mind; he therefore troubled himself very little about religion, but took it as he found it, without doubt, objection, or inquiry. He hated and despised all literature and intellectual pursuit, arts and sciences, and the professors of them. TWO:Mr. Canning had now attained the highest summit to which the ambition of a British subject can aspire. With the acclamation of the country and of the House of Commons, he had taken the first place in the Government of the empire, to which he had raised himself by his talents and his merit alone, surmounting as he rose the most formidable impediments, aristocratic antipathies, class interests, and royal dislike. He was the idol of the nation, and not only in Great Britain, but throughout the world, his fame shone brightest of all the public men of his age. His name was associated with the triumph of Liberal principles throughout Europe and America; he was at the head of a strong Government, and he had conciliated the good-will of his Sovereign. Such a combination of what are usually regarded as the elements of human happiness has rarely, if ever, been known in the history of England, where alone such a phenomenon could occur. As a man of genius, as an orator, as a political leader, he enjoyed a reputation and a degree of success which in any one of these capacities would be regarded by the majority of men as the acme of human felicity. But in addition to these he enjoyed a position and wielded a power with which many great men have been content, without the brilliant halo of glory with which, in Canning's case, they were surrounded. But it is a singular and humbling illustration of the vanity of human wishes and human glory, that this great man was, after all, unhappy, and that the political enemies he had vanquished had the power of bringing him to an early grave. The Whig and Tory lords studied in every way to wound the proud spirit, which they knew to be extremely sensitive. They scowled upon him with looks of resentment and vengeance. Old friends averted their eyes from the affectionate companion[260] of earlier days; the cordial pressure of his hand was not returned; his associates and supporters in office and in Parliament were, for the most part, his former opponents in many a political battlefield. The odium of being a convert to Liberal principles settled upon his noble spirit like a fatal blight, the animosity with which intolerance pursues the honest and generous lover of truth and right pierced his susceptible nervous system like a keen, pitiless, persistent east wind. This was more than his delicate organism could long bear. The state of his mind affected his bodily health. The charm of his conversation made him the delight of his friends in private society, in which he found a solace and a welcome relaxation from the toils of office. It was natural, though to be regretted, that with such a susceptible, enjoying, and genial temperament, delighting in wit and humour, and diffusing pleasure around him by the coruscations of his own genius, he should have lingered longer in convivial parties than was prudent for his health. The consequence was an inflamed and irritable state of the system. Thus predisposed to disease, he caught cold by sitting under a tree, after being heated with walking, while on a visit with Lord Lyndhurst at Wimbledon. Attacked with inflammation of the kidneys, he went to Chiswick, on the advice of his doctors, and there, on the 8th of August, after a brief period of intense suffering, he died in the villa of the Duke of Devonshire, and in the same room in which a man of kindred genius, the illustrious Charles James Fox, breathed his last.[See larger version]

  • ONE: TWO:As usual, a great cry was raised at the retreat of Wellington. The Spaniards would have had him stand and do battle for them, as foolishly as their own generals did, who, never calculating the fitting time and circumstances, were always being beaten. Amongst the first and loudest to abuse him was Ballasteros, the man who, by his spiteful disregard of orders, had been the chief cause of the necessity to retreat. But it was not the Spaniards only, but many people in England, especially of the Opposition, who raised this ungenerous cry. Wellington alluded to these censures with his wonted calmness in his dispatches. "I am much afraid," he said, "from what I see in the newspapers, that the public will be much disappointed at the result of the campaign, notwithstanding that it is, in fact, the most successful campaign in all its circumstances, and has produced for the common cause more important results than any campaign in which the British army has been engaged for the last century. We have taken by siege Ciudad Rodrigo, Badajoz, and Salamanca, and the Retiro has surrendered. In the meantime the allies have taken Astorga, Consuegra, and Guadalaxara, besides other places. In the ten months elapsed since January, this army has sent to England little short of twenty thousand prisoners; and they have taken and destroyed, or have themselves retained the use of, the enemy's arsenals in Ciudad Rodrigo, Badajoz, Salamanca, Valladolid, Madrid, Astorga, Seville, the lines before Cadiz, etc.; and, upon the whole, we have taken and destroyed, or we now possess, little short of three thousand pieces of cannon. The siege of Cadiz has been raised, and all the country south of the Tagus has been cleared of the enemy. We should have retained greater advantages, I think, and should have remained in possession of Castile and Madrid during the winter, if I could have taken Burgos, as I ought, early in October, or if Ballasteros had moved upon Alcaraz, as he was ordered, instead of intriguing for his own aggrandisement."

  • ONE:The evil of this state of things became so aggravated that all reasonable men on both sides felt it must be put a stop to somehow. In 1831 the organised resistance to the collection of tithes became so effective and so terrible that they were not paid, except where a composition had been made and agreements had been adopted. The terrified proctors gave up their dangerous occupation after some of their number had been victimised in the most barbarous manner; and although a portion of the clergy insisted on their rights, not merely for the sake of their incomes, but for the interest of the Church which they felt bound to defend, yet many had too much Christian spirit, too much regard for the interests of the Gospel, to persist in the collection of tithes at such a fearful cost. At Newtownbarry, in the county of Wexford, some cattle were impounded by a tithe-proctor. The peasantry assembled in large numbers to rescue them, when they came into collision with the yeomanry, who fired killing twelve persons. At Carrickshock there was a fearful tragedy. A number of writs against defaulters was issued by the Court of Exchequer, and entrusted to the care of process-servers, who, guarded by a strong body of police, proceeded on their mission with secrecy and despatch. Bonfires along the surrounding hills, however, and shrill whistles soon convinced them that the people were not unprepared for their visitors. But the yeomanry pushed boldly on; suddenly an immense assemblage of peasantry, armed with scythes and pitchforks, poured down upon them. A terrible hand-to-hand struggle ensued, and in the course of a few moments eighteen of the police, including the commanding officer, were slaughtered. The remainder consulted safety and fled, marking the course of their retreat by the blood that trickled from their wounds. A coroner's jury pronounced this deed of death as "wilful murder" against some persons unknown.[356] A large Government reward was offered, but it failed to produce a single conviction. At Castle-pollard, in Westmeath, on the occasion of an attempted rescue, the chief constable was knocked down. The police fired, and nine or ten persons were killed. One of the most lamentable of these conflicts occurred at Gurtroe, near Rathcormack, in the county of Cork. Archdeacon Ryder brought a number of military to recover the tithes of a farm belonging to a widow named Ryan. The assembled people resisted, the military were ordered to fire, eight persons were killed and thirteen wounded; and among the killed was the widow's son.THE PALACE OF FONTAINEBLEAU TWO:Vigilant Stair had discovered the ships that had been prepared at Havre, by the connivance and aid of the late king, and he insisted that they should be stopped. Admiral Byng also appeared off Havre with a squadron, and Lord Stair demanded that the ships should be given up to him. With this the Regent declined to comply, but he ordered them to be unloaded, and the arms to be deposited in the royal arsenal. THREE:The defeated party, however, did not give up the idea of the Treaty of Commerce. Another Bill was introduced to modify, or, as it was called, to render the commercial treaty more effectual; but such a host of petitions was presented against it, that it was abandoned. Sir Thomas Hanmer, however, proposed and carried an address to the queen, which was intended to cover, in some degree, the defeat of the Ministers; and, as he had got rid of the Bill itself, he did not hesitate to move for what appeared inconsistent with his proceedings, namely, thanks to her Majesty for the care she had taken of the security and honour of the kingdom by the Treaty of Peace, and also by her anxiety for a Treaty of Commerce; and, further, recommending her to appoint Commissioners to meet those of France, and endeavour to arrange such terms of commerce as should be for the good and welfare of her people. This was laid hold of, as was no doubt intended, in the queen's reply, which assumed this to be a declaration of a full approbation of the Treaty of Commerce, as well as that of Peace; and she thanked them in the warmest terms for their address.Such were the means employed by the British Government in 1817 to quiet the country under its distress��a distress the inevitable result of the long and stupendous war. The only idea was to tighten the reins of Government��to stimulate the sufferers into overt acts, and then crush them. Fortunately, with the exception of the Derby juries, the juries in general saw through the miserable farce of rebellion, and discharged the greater part of Oliver's and Lord Sidmouth's victims. Watson was acquitted of high treason in London on the 16th of June, less than a week after the Derbyshire insurrection. His son had eluded the pursuit of the police. Seventeen prisoners on the like charges were liberated in July in Glasgow and Edinburgh, and were paid seven shillings each to carry them home. On the 22nd of August, of the twenty-four persons that Oliver had entrapped in Yorkshire, twenty-two were discharged��against eleven of them no bills being found by the grand jury��and the two left in prison were detained there because, under the suspension of the Habeas Corpus Act, they were not brought up for trial. The Manchester Blanketeers were, in like manner, all discharged, though the Duke of Northumberland did his utmost to stimulate Lord Sidmouth to get them punished. On the country at large the impression was that the Government had propagated a most needless alarm, and that those who had fallen on the scaffold had been exalted by them from poor, ignorant labourers into burlesque traitors, through the execrable agency of their incendiaries, Oliver, Castles, Mitchell, and others.
THREE:These defeats, which were gradually hemming Napoleon round by his enemies in Dresden, were the direct result of the active aid of Great Britain to the Allies. Sir Charles Stewart, the brother of Lord Castlereagh, had been dispatched to the headquarters of the Allies. By means of the abundant supplies of arms and money, the population of Hanover was raised; Bernadotte was kept firm to his support of the Coalition; and, by Sir Charles, he was also urged to march on Leipsic, and be present at the final conflict. Brigadier-General Lyon was sent to head the troops in Hanover; and the Duke of Cambridge to conduct the civil government of the country. Money was supplied in abundance, in addition to military stores. Two millions were advanced to the Crown Prince of Sweden for his army, two millions more to the Russians and Prussians, and another half million to Russia to equip its fleet in the Baltic. Without these vast supplies the combined armies could not have kept their ground.[See larger version]

THREE:Marriage is one of the fundamental principles of the social system. The law of marriage, therefore, ought to be plain and simple, intelligible to all, and guarded in every possible way against fraud and abuse. Yet the marriage laws of the United Kingdom were long in the most confused, unintelligible, and unsettled state, leading often to ruinous and almost endless litigation. A new Marriage Act was passed in the Session now under review, which, like many Acts of the kind, originated in personal interests affecting the aristocracy. It was said to have mainly arisen out of the marriage of the Marquis of Donegal with Miss May, who was the daughter of a gentleman celebrated for assisting persons of fashion with loans of money. The brother of the marquis sought to set this marriage aside, and to render the children illegitimate, in order that he might himself, should the marquis die without lawful issue, be heir to his title and estates. In law the marriage was invalid; but it was now protected by a retrospective clause in the new Act. By the Marriage Act of 1754 all marriages of minors certified without the assent of certain specified persons were declared null. A Bill was passed by the Commons giving validity to marriages which, according to the existing law, were null, and providing that the marriages of minors, celebrated without due notice, should not be void, but merely voidable, and liable to be annulled only during the minority[226] of the parties, and at the suit of the parents or guardians.

THREE:At this juncture Napoleon proceeded to set all Europe against him. A conspiracy had been set on foot against his Government by the Royalists, notably by one Lajolais, who had formerly fought under Pichegru, and in 1794 had assisted him in his intrigues with the Bourbon princes. On arriving in London he had interviews with Pichegru, Georges Cadoudal, the Chouan chief, the Polignacs, the Count d'Artois, the Duke of Berry, etc., and assured them that such was the feeling against Buonaparte in France, that it only needed the appearance of the Royalist leaders, and their forming a league with Moreau, the victor of Hohenlinden, whom he truly represented as greatly disgusted with Buonaparte, to produce a revolution and crush the aspiring First Consul. The statements of Lajolais were listened to, and a vessel, under the command of Captain John Wesley Wright, was despatched to the coast of Brittany, with General Georges Cadoudal, the Marquis de la Rivi��re, the brothers Armand and Jules Polignac, and some others, whom he put safely ashore in the autumn of 1803. Pichegru, Georges Cadoudal, the Polignacs, de la Rivi��re, and the rest of the Royalists, about thirty in[497] number, had made their way to Paris, and were living there secretly, endeavouring to learn the real state of the public mind, and Pichegru and Cadoudal had been introduced to Moreau. Pichegru saw Moreau at least twice, and on one of these occasions he took with him Georges Cadoudal; but Moreau seemed taken by surprise by their communications with him, and was so horrified by the language and proposals of the daring Chouan, that he desired Pichegru not to bring that irrational savage again into his company. It appeared pretty clear that there was some mistake somewhere; and that Moreau, however much dissatisfied with Napoleon, was by no means disposed to enter into any Royalist conspiracy. Had the delegates found things ripe for such a revolution, they were to inform the Bourbon princes in London, and they were to make a strong descent on the coast of Brittany; but they all felt so satisfied that Lajolais had given them false information, that they were about to quit the capital, and to return to England, Captain Wright having been lingering with his frigate on the Breton coast for that purpose, when Fouch�� the Minister of Police, pounced upon them. He had been keeping a strict watch on all their movements; he had now established their intercourse with Moreau, and trusted to be able to make sufficient use of that fact to destroy both them and him. It was asserted, although there is no proof whatever of the fact, that the plan included the murder of the First Consul. Further, in order to bring odium upon England, Buonaparte succeeded, by means of his agents, in entrapping Messrs. Drake and Spencer Smith, our Ministers at the courts of Bavaria and Würtemberg, into consenting to the conspiracy. They knew nothing of the real plot, but being informed that a Royalist conspiracy was on foot, gave it a certain amount of countenance. Napoleon thereupon accused them of being accomplices in a diabolical plot to assassinate him, forced the Courts to which they were accredited to expel them, and circulated throughout Europe a violent attack on the British Government. In an exceedingly able and dignified reply Lord Hawkesbury pointed out that Britain was at war with France, and had a right, which she intended to use, to take advantage of the political situation in that country. Napoleon gained little by his Machiavellian man?uvre.

FORE:Sir Arthur Wellesley, brilliantly seconded by General Lake, Stevenson, and others, had thus worked out the plans of the Governor-General, Lord Wellesley. With small forces, and those principally native ones, but admirably disciplined, they had beaten two hundred and fifty thousand men in four pitched battles and eight sieges. They had taken from them upwards of one thousand pieces of cannon, besides an enormous amount of ammunition, baggage, and other spoil. They had made themselves masters of all the Mahratta territory between the Jumna and the Ganges; of Delhi, Agra, Calpee, the greater part of the province of Bundelcund, the whole of Cuttack, and a territory in Gujerat, which secured us all the ports by which France could have entered, so that we enjoyed the whole navigation of the coast from the mouth of the Ganges to the mouth of the Indus. They had added most important acquisitions to the territories of our allies, the Peishwa and the Nizam of the Deccan, and to the Company itself a stronger frontier in the latter region; and all this had been achieved in the short space of four months. The French influence was completely annihilated, and every part of India placed in greater strength and security than it had ever known before.At length, then, after all his marvellous doublings, O'Connell was hunted into the meshes of the law. He was convicted of sedition, having pleaded guilty, but was not called up for judgment. This was made a charge against the Government; with how little reason may be seen from the account of the matter given by Lord Cloncurry. The time at which he should have been called up for judgment did not arrive till within a month or two of the expiration of the statute under which he was convicted, and which he called the "Algerine Act." In these circumstances, Lord Cloncurry strongly urged upon the Viceroy the prudence of letting him escape altogether, as his incarceration for a few weeks, when he must be liberated with the expiring Act, "would only have the appearance of impotent malice, and, while it might have created dangerous popular excitement, would but have added to his exasperation, and have given him a triumph upon the event of his liberation that must so speedily follow."

FORE:Such was the condition into which an army and navy, once illustrious through the victories of Marlborough and Blake, were reduced by the aristocratic imbecility of the Newcastles, Bedfords, and Cumberlands. This last princely general had, in fact, put the climax to his career. He had placed himself at the head of fifty thousand confederate troops, in which there were no English, except the officers of his own staff, to defend his father's Electorate of Hanover. But this ruthless general, who never won a battle except the solitary one of Culloden, against a handful of famished men, was found totally incompetent to cope with the French general, d'Estr��es. He allowed the French to cross the deep and rapid Weser, and continued to fall back before them as they entered the Electorate, until he was driven to the village of Hastenbeck, near Hameln, where the enemy overtook and defeated him. He then continued his retreat across the desolate Lüneburg Heath, to cover Stade, near the mouth of the Elbe, where the archives and other valuable effects of Hanover had been deposited for safety. At this time Richelieu succeeded to the command of d'Estr��es in this quarter, and he continued to drive Cumberland before him, taking Hameln, G?ttingen, and Hanover itself, and soon after Bremen and Verden. Thus were Hanover and Verden, which had cost England such millions to defend, seized by France; nor did the disgrace end here. Cumberland was cooped up in Stade, and compelled, on the 8th of December, to sign a convention at Closter-Seven, by which he engaged to send home the Hesse and Brunswick troops, and to disperse the Hanoverians into different quarters, not to serve again during the war.[378]
FORE:Immediately after this, Fox encouraged the formation of a Society of Friends of the Liberty of the Press, of which Erskine and Horne Tooke were members. As several French emissaries were traversing the country disseminating their opinions, Lord Grenville, on the 19th of December, 1792, introduced a bill into the House of Lords, subjecting aliens to certain regulations not included in the ordinary Alien Bill. All foreigners were to announce themselves on their arrival, and surrender any arms brought with them; they were to take out passports, and to have them vis��d on every fresh removal through the country, so that their movements might be known to the authorities; those who had arrived during the year 1792 to be particularly observed, and the motives for their coming ascertained; all such foreigners as received allowances from the British Government to be distributed into particular districts, under the eye of the authorities. With some opposition, this Bill was carried. The Marquis of Lansdowne forthwith moved that a negotiation should be immediately opened with the French Government, requiring it to receive back the numerous Frenchmen driven into exile, or to provide for their support, and at the same time to endeavour to save Louis XVI. from the terrible fate which threatened him. This was negatived on the declaration of other lords, who said that both propositions would be useless; the latter one would in all probability hasten, rather than avert, the fate of the French king. In the Commons, Fox and Sheridan strenuously resisted the new Alien Bill, and Burke as vehemently supported it. He declared that no measures of precaution could be too strict; that thousands of daggers had been manufactured in Birmingham for France, and intending to produce a startling effect he drew an actual dagger from his bosom, and flinging it on the floor of the House exclaimed, "That is what you are to obtain[412] from an alliance with France. You must equally proscribe their tenets and their persons; you must keep their principles from your minds, and their daggers from your hearts!" In the French Convention such an action would have created a sensation, but in the matter-of-fact British Parliament it produced only surprise followed by laughter. Fox endeavoured as much as possible to weaken the sense of danger of French principles, though he expressed his abhorrence of the September massacres. The Bill was passed, and was succeeded by one prohibiting the circulation of French assignats, bonds, promissory notes, etc., and another, prohibiting the exportation of naval stores, saltpetre, arms, and ammunition.
FORE:Before the conclusion of the reign of George II. a new school of fiction had appeared. De Foe had, besides his "Robinson Crusoe," opened up the inexhaustible field of incident and character existing in actual life in his "Colonel Jack," "Moll Flanders," "Roxana," and other novels, and Fielding and Richardson extended it. Fielding, too, died six years before the beginning of this reign, and Richardson in the first year of it. But their works were in full circulation, and extended their influence far into this period. They have, therefore, been left to be noticed here in connection with the class of writers to whom they gave origin, and to whom they properly belong. Richardson (b. 1689; d. 1761) seems to have originated the true novel of real life in his "Pamela," which was the history of a servant, written with that verisimilitude that belongs to biography. This was commenced in 1740, and brought to a conclusion in 1741. The extra-ordinary sensation which it created was sufficient proof that the author had struck into the very heart of nature, and not only knew where the seat of human passion lay, but had the highest command over it. It was not, in fact, from books and education, but from native insight and acute observation, that he drew his power. He was born in Derbyshire, and received his education at a common day-school. He was then apprenticed as a printer in London, and established himself as a master in that business, which he continued to pursue with great success. His "Pamela" ran through five editions in the first year. In 1748[172] appeared his "Clarissa Harlowe," and wonderfully extended his reputation, which reached its full blaze in his "Sir Charles Grandison," in 1754. In all these works he showed himself a perfect analyst of the human heart, and detector of the greatest niceties of character. Though he could have known little or nothing of aristocratic life, yet, trusting to the sure guidance of nature, he drew ladies and gentlemen, and made them act and converse as the first ladies and gentlemen of the age would have been proud to act and speak. A more finished gentleman than Sir Charles Grandison, or correcter lady than Miss Byron, was never delineated. The only thing was, that, not being deeply versed in the debaucheries and vulgarisms of the so-called high life of the time, he drew it as much purer and better than it was. It is in the pages of Fielding and Smollett that we must seek for the darker and more real character of the age. The fault of Richardson was his prolixity. He develops his plot, and draws all his characters, and works out his narrative with the minutest strokes. It is this which prevents him from being read now. Who could wade through a novel of nine volumes? Yet these were devoured by the readers of that time with an avidity that not even the novels of Sir Walter Scott were waited for in the height of his popularity.
FORE:Encouraged by language like this from Ministers of the Crown, the voice of the nation became louder and more menacing every day. Meetings, attended by vast multitudes of angry and determined men, were held in Liverpool, Glasgow, Edinburgh, and most of the large towns, especially where the democratic element was predominant. The worst and most destructive of the riots was at Bristol. The recorder of Bristol was Sir Charles Wetherell, noted for his vehemence in opposing Reform. Considering the excitement and desperation that had been recently exhibited throughout the kingdom, it was scarcely prudent for Sir Charles Wetherell to appear in Bristol at all on that occasion. At all events, he should have entered the city privately, and discharged the duties of his office as quietly as possible. Instead of that, he made a public and pompous entry into the city on the 20th of October, accompanied by the magistrates and a cavalcade of the Tory gentry. This offensive pageant was naturally followed by a mob of disorderly characters, hissing and groaning. They soon began to throw stones and brickbats, especially when the respectable citizens at the commercial rooms received their polemical recorder with three cheers. The mansion-house was assailed with a shower of missiles. The mayor having called upon them in vain to retire, the Riot Act was read, but the military were not called out to enforce it. Instead of dispersing, the mob overpowered the constables and drove them back, forced open the doors of the mansion-house, smashed the furniture, and armed themselves with the iron rails which they tore up from the front of the building. Sir Charles Wetherell and the magistrates providentially escaped by a back door, and the recorder made an undignified retreat from the city. The military were at length called out, and after some time the disturbance seemed to be quelled, and the dragoons, who had been much fatigued, retired for the night. Bristol, it is said, has always been distinguished for a bad mob. On the next day the rioters proceeded to the mansion-house, broke open its cellars, and regaled themselves with the contents. The military were again brought out to quell the now intoxicated rioters; but there was no magistrate there to give orders, and the troops were marched back to the[341] barracks. The mob then proceeded in detached parties, each having a work of destruction assigned to it. One party went to the bridewell, broke open the doors, liberated the prisoners, and then set the building on fire. Another went to the new gaol and performed a similar operation there. The Gloucester county prison was next broken open and consigned to the flames. The principal toll-houses about the city shared the same fate. The bishop's palace was pillaged and burned to the ground. Becoming more maddened as they proceeded, their passions raging more furiously at the sight of the conflagration as it spread, the mob resolved that no public building should be left standing. The mansion-house, the custom-house, the excise office, and other public buildings were wrapt in flames, which were seen bursting forth with awful rapidity on every side. The blackened and smoking walls of buildings already burned were falling frequently with terrific crashing, while Queen's Square and the adjoining streets were filled with a maniacal multitude, yelling in triumph and reeling with intoxication; many of them lying senseless on the pavement, and not a few consumed in the fires which they had raised. In addition to the public buildings, forty-two dwelling-houses and warehouses were burned. The loss of property was estimated at half a million sterling. This work of destruction was commenced on Sunday, and carried on during the night. The sky was reddened with the conflagration, while the military (who had been sent into the country to avoid irritating the people) and the paralysed authorities looked on helplessly from a distance at the progress of destruction. On Monday morning, however, they recovered from their consternation, and resolved to make an effort to save the city. The magistrates ordered the military to act, and under the command of an officer of the 14th, the dragoons charged the rioters in earnest. A panic now seized the mob, who fled in terror before the flashing swords of the troops and the trampling hoofs of their horses, some of them so terror-stricken that they rushed for safety into burning houses. The number of persons killed and wounded during this terrible[342] business was ascertained to be 110, and it is supposed that many more that were never heard of lost their lives in the burning houses. The ringleaders were tried in December, when many persons were convicted, of whom three underwent the punishment of death.This insult roused the fiery blood of Spain. The king and queen were excited to paroxysms of rage. They told Mr. William Stanhope that, in future, they would put confidence in no prince except his master, nor admit any one else to mediate for them in their negotiations. But George refused to break with France on their account, and ventured to remind Philip that he himself stood greatly in need of the alliance with France. Blinded, however, by their wounded pride, the King and Queen of Spain now turned their anger against England. They recalled their plenipotentiaries from the Congress of Cambray, which was sitting to settle the affairs of Europe, and professed their readiness to abandon all their hostility to the Emperor of Germany, and to concede all that they had so long demanded from him, on condition that he entered into a close alliance with them against France and England. They sent back to France the widow of the late Don Louis, and also Mademoiselle Beaujolais, another daughter of the late Regent Orleans, who had been contracted to Don Carlos.
FORE:In this Session the first step was taken in one of the greatest achievements of humanity which adorn the name of Britain. It was the grand preliminary towards annihilating the slave trade. The spirit of revolt against this odious trade had been gaining rapidly in the British mind. One of the earliest stabs given to it was by the pathetic story of Inkle and Yarico, in the "History of Barbadoes," by Lygon, which was taken up and amplified in the Spectator, and afterwards elaborated into an effective drama by Colman. Defoe, Dr. Johnson, Warburton in his "Divine Legation of Moses," and in his sermons so early as 1766, Voltaire, and other writers, had diffused a strong and sound feeling on the subject. It had been early attempted to establish the legal maxim, that a slave becomes a freed man in England; but in 1729 this had been positively pronounced against by Talbot and Yorke, then the highest legal authorities. But a more successful essay was made by Granville Sharp in 1772, in the case of James Somerset, and the principle was established, that the moment a slave set his foot on English ground he became free. In 1782 the Friends presented a petition to Parliament for the abolition of the slave trade. In 1785 Thomas Clarkson, then a student at the University of Cambridge, competed for and won the first prize for an essay on "The Slavery and Commerce in the Human Species," and this, which was undertaken as an academical exercise, led him to devote himself to the great work of the utter extinction of this evil. Mr. Ramsay, a clergyman of Kent, who had lived in St. Kitts, published a pamphlet on the same subject. The friends of Ramsay, Lady Middleton and Mrs. Bouverie, became zealous advocates of the cause, and finally Wilberforce resolved to make it the great object of his life. A society was now established in London, consisting only originally of twelve individuals, including the benevolent Mr. Thornton, and having Granville Sharp for its chairman. The members, however, were opulent merchants and bankers, and they set agents to work to collect information on the subject. The feeling rapidly spread; committees were formed in Manchester and other provincial towns for co-operation.The consternation of the city may be imagined. The inhabitants, who had, at first, treated the rumour of the Young Pretender's landing with ridicule, now passed to the extreme of terror. On Sunday night the Highlanders lay between Linlithgow and the city, and on Monday morning Charles sent forward a detachment, which, on coming in sight of the pickets, discharged their pistols. The dragoon pickets did not wait to return the fire, but rode off towards Coltbridge, nearer to Edinburgh, where Gardiner lay with the main body of horse. No sooner, however, did this commander perceive the advancing Highlanders, than he also gave the order to retreat, and the order was so well obeyed, that from a foot's-pace the march quickened into a trot and presently into a gallop, and the inhabitants of Edinburgh saw the whole force going helter-skelter towards Leith, where they drew bit. The valiant troops mounted again, and galloped to Preston, six miles farther, some of them, it was said, not stopping till they reached Dunbar. This "Canter of Coltbridge," as it was called in derision, left the city at the mercy of the Highlanders, except for about six or seven hundred men mustered from the City Guard, the volunteer corps, and some armed gentlemen from Dalkeith and Musselburgh, who took post at the gates.

But the League did more than attempt to convert the country party. They determined to create a country party of their own. They had already taken up the registration of voters in the[510] boroughs, from which they proceeded, with that practical common sense which had distinguished nearly all their movements, to inquire into the position of the country constituencies, where hitherto the landowners had held undisputed sway. The scheme which resulted from this incursion into the dominions of the enemy was developed by Mr. Cobden at a meeting in the Free Trade Hall, Manchester, on the 24th of October, 1844. The Chandos clause in the Reform Act, giving the tenant-farmers votes for county members, had so strengthened the landlords' influence in the county that opposition at most of the county elections was hopeless. But Mr. Cobden showed his hearers that the counties were really more vulnerable than the small pocket boroughs. In many of these there was no increase from year to year in the number of voters��no extension of houses. The whole property belonged to a neighbouring noble, and as Mr. Cobden said, "You could no more touch the votes which he held through the property than you could touch the balance in his banker's hands." But the county constituency might be increased indefinitely, for there it required but a freehold property of the value of forty shillings a year to give a man a vote. This sum had been adopted from an ancient regulation, when money was of far greater value, and land of far less money worth than it was then; but the forty-shilling qualification existed, and was a powerful engine for the creation of voters. Up to that time it had had but little effect. The laws of England, but more especially the habits and prejudices of landowners, had always kept the land of the county in so few hands as to present an extraordinary contrast with the condition of things in all other nations of Europe. The danger of the forty-shilling clause to aristocratic influence in the county was not perceived, simply because forty-shilling freeholders were rare. But there was no reason why they should be rare. The passion for possessing freehold land was widely spread, and a few facilities offered for purchasing it would soon create a large number of small holders. The chief difficulty in the way of this had hitherto been the great cost of transferring land. Owing to the complicated laws of real property, the land, unlike other articles, could only be bought and sold after a minute investigation into the owner's title, which necessitated an historical account of the ownership extending back over many years. All this, however, the League could easily obviate. They could buy land in the lump, register its title once for all, and part it into small pieces for small buyers. "This," remarked Mr. Cobden, "must be done," and it was done. The Conservative party sneered at the Manchester man's proposition of serving land over a counter, like calico, by the yard; but the movement soon began to tell upon elections, and to alarm the great landed proprietors.The conduct of the trades unions excited a great deal of angry feeling amongst the wealthier classes; and the Government were vehemently condemned for not putting down the combination with a strong hand. It was said that the mischief they created was well known; that though their interference with trade, "their atrocious oaths, impious ceremonies, desperate tyranny, and secret assassinations had been brought under their observation," Ministers could not be stirred to any exhibition of energy for the protection of the manufacturer, the workman, or the public. On the 28th of April the Duke of Newcastle had brought the trades unions under the consideration of the House of Lords, and questioned Ministers as to their neglect respecting the disturbances these combinations occasioned. Lord Grey contented himself with a quiet expression of regret for their existence, and of a hope that they would die out if let alone; meanwhile, the Government were ready to put down disorderly meetings. This apparent indifference called forth indignant protests from the Marquis of Londonderry and Lord Eldon. The Lord Chancellor declared that the meetings were illegal, and that they were likely to produce great mischief; adding, "Of all the worst things, and of all the most pernicious devices that could be imagined for the injury of the interests of the working classes, as well as of the interests of the country at large, nothing was half so bad as their existence." He also stated that there could not remain the shadow of a doubt of the justice of the conviction of the Dorchester labourers. Strikes and combinations, however, continued during the summer. At the Chester Assizes, on the 5th of August, two men were indicted for the murder of a manufacturer during a strike in 1831. It appeared on evidence that the deceased had excited the ill feeling of the trades unions of the place, where he had a mill, in which he gave employment to a great number of people. Two of his own workmen had agreed to assassinate him for the sum of ��3 6s. 8d. each, paid by the union. They shot him as he was passing through a lane to his mills. Being found guilty, they were executed. On the 18th of the same month the workmen employed by the builders of London struck to the number of 10,000, including the artisans at the Government works. This course was adopted in consequence of a combined declaration of the master-builders, requiring them to abandon their connection with trades unions.The great difficulties of the Government at this time were the settlement of the questions with Spain of the right to cut logwood in the bay of Campeachy, and the retention of Gibraltar. The Spaniards had frequently resisted the cutting of logwood in the Bay of Campeachy by the English; and in 1717 the Marquis of Monteleone had presented a memorial against it; but the Board of Trade contended that the practice was of old standing, and amounted to a right. This representation was now laid before the House of Commons, and was backed by many petitions from the merchants of London and other places, complaining of the interruptions to their trade to the South American and West Indian colonies, which had been carried on by connivance rather than by actual permission of Spain. There was a great fermentation in the public mind on these subjects, and the Minister was accused of tamely submitting to national injuries. The nation seemed ready to rush into a war with Spain, and perhaps all the more so that the king, in his opening speech, had observed that "an actual war was preferable to such a doubtful peace, but that the exchange was very easy to be made at any time."[See larger version]
